James McNamee started his career in law enforcement as a police officer for the Village of Barrington in 1979. After leaving for a short period to be a Deputy Sheriff in Los Angeles in 1982, Jim returned to the Barrington Police Department where he continued to serve for almost 30 years.
In 1983, Jim was elected to the Barrington Police Pension Board as a trustee of the fund, where he discovered that there wasn't any training or educational associations for police pension trustees. In response tothat realization, Jim formed the Illinois Police Pension Fund Association, which is now known as the Illinois Public Pension Fund Association, to give pension funds the knowledge and training they hadn't been offered before. In its first year Jim was able to get fifty pension funds to join the Illinois Police Pension Fund Association and began offering seminars and Conferences to the funds. Jim did all this while continuing to serve as a police officer and a field training officer for the City of Barrington.
Jim was instrumental in leading the push for many changes in pension board procedures and policies which helped to develop the standards under which they operate today. He was also involved in drafting and passing important legislative changes, including comprehensive investment law changes allowing for expanded investment authority to the pension boards. Along with legislative changes, Jim helped to develop the IPPFA 457 Defined Contribution Plan and has since has become a leader in benefit development for municipalities, coming up with many new programs and ideas that are now being implemented in the state.
Jim continues to help with legislative pension fund issues by assisting on the Coalition Group and chairing the Pension Working Group with help of The Office of the State Treasurer. The Pension Working Group helps to review the performance of investment managers and consultants, along with helping to develop uniform standards for comparing the costs of investment services.
In the last couple years Jim realized the need for education
and training reached into other funds and he has since
expanded to include Unions and Teacher Funds. Under Jim's
leadership as president for the last twenty-five years,
the Illinois Public Pension Fund Association has grown
into the largest organization of its kind in the country
with more than 400 pension funds as members.

David Nagel
is IPPFA's Vice President, and since 1992 has served the
association as a Director, Second Vice President, and
a member of the Legislative Committee. Mr. Nagel has been
a Trustee of the Matteson, Illinois Police Pension Fund
for twenty five years, and has been President of that
fund's Board of Trustees for the majority of that period.
Mr. Nagel has also served his community as a police officer
in a variety of capacities since 1974. In his off time,
Nagel collects police memorabilia and other eclectic antique
items. |

Mark became
a police officer on October 31, 1977 and has functioned
as department pilot, underwater recovery diver, field
training officer, tactical officer and has assisted in
training scuba divers for police and firefighters in northwestern
Illinois and eastern Iowa.
He became involved in police pensions as a trustee in
1980 and has served continuously on the Rock Island Police
Pension Board since then. He was responsible for recruiting
the Rock Island Police and Fire Pension boards to become
members of the IPPFA. He is actively recruiting other
Boards to join the organization.
As a Director of the IPPFA, Mark has served on the legislative
committee and was Secretary/treasurer of the IPPFA Political
Action Committee. He is also the author of several articles
for the IPPFA newsletter.
Mark is married and has one son. He received an Associate
degree in Law Enforcement Technology from Black Hawk College
and a B.A. in Business Administration from Marycrest College.
His post graduate work was completed at the University
of Iowa in Business Administration and Multimedia Presentations.

Bill began
his career in the fire service as an EMT in 1988. He
went on to become a paramedic the following year while
working as an EMT for a private ambulance company. Bill
joined the Calumet City Fire Department in May of 1990.
He has held the position of firefighter/paramedic, engineer,
lieutenant, and chief of the department, a position
he has held since 2003. In addition to the department
responsibilities Bill serves as a Mutual Aid Adviser
for MABAS Division 24, and is a member of the Third
District Chief’s Organization where he chairs
the Finance committee.
Bill was first elected to his pension board in 1992.
He has held the positions of trustee, secretary, and
president. Bill was elected to the IPPFA board of Directors
in 1995 he has served continuously on the board since
that time. He currently holds the position of treasurer
for the board.
Bill holds an Associate degree from South Suburban College
and a Bachelors of Science from Southern Illinois University;
he also earned a certificate in the Essentials of Investment
Consulting from the Investment Management Consultants
Association. This course was developed in conjunction
with the Wharton School of Business, University of Pennsylvania.
Bill currently works with Wall and Associates providing
investment advisory services.
Bill presently resides in Calumet City with his wife Susan
and their 3 boys Billy, Joshua, and Andrew.

Joel began
his police career as an officer with the Naperville Police
Department in September of 1985. He was a patrol officer
and Field-Training officer until January 1991, when he
was transferred to the Investigations Division as a fraud
investigator. Joel was elected to the Naperville Police
Pension Board in 1992 as a trustee and in 1994 Joel was
elected President of the Naperville board. In 2008, Joel
step down from being a trustee on the Naperville Police
Pension Board. In June of 1996, Joel was promoted to Sergeant,
where he was assigned to the patrol division until December
of 2002, when he was transferred to Internal Affairs Division.
Joel worked as Naperville Police Internal Affairs supervisor
and the department of Public Information Officer, and
in July, 2007 was promoted to Lieutenant of Naperville
Police Department.
Joel was elected to the Illinois Public Pension Fund Association
Board of Directors in 2001 and re-elected in 2005, and
in 2003 Joel was instrumental in making the IPPFA 457
plan one of the three providers to the City of Naperville.
Joel earned a Degree in Business Administration from Aurora
College in 1977, and has lived in Naperville since 1984
with his wife Kay and their three children.

David J.
Wall is the president and founder of Wall & Associates.
Dave earned an Associate of Applied Science degree from
the College of DuPage, Glen Ellyn, Illinois in June 1974.
He then went into public service for twenty years, and
recently retired as a senior officer with the police department’s
criminal investigations unit. While serving his community,
Dave began to pursue his fascination with financial matters.
He was accepted to the College of Financial Planning and
earned his Certified Financial Planner (CFP) designation.
Later, he earned his Certified Investment Management Analyst
(CIMA) designation, which is granted by the Investment
Management Consultants Association in conjunction with
the renowned Wharton School of Business, at the University
of Pennsylvania.
Today, he has over a decade of investment management consulting
experience. Dave currently serves on the Illinois Department
of Insurance Public Pension Fund Advisory Committee. He
is a former director of the Illinois Public Pension Fund
Association (IPPFA), a co-founder of the IPPFA’s
Group Trust, and now serves that organization as a featured
speaker at its annual training conference for public pension
fund trustees.

Dan started
work for the O'Fallon Police department in 1984. He then
went to the St Clair County Sheriff’s Police Department
in 1986 as a patrol officer. In 1987 he started work as
a police officer in Collinsville, IL and was elected to
the pension board in 1988. He retired from Collinsville
Police Department in 2006. Dan then continued on the pension
board as the retired officer for the Collinsville Police
Pension Fund. He has been the pension board president
since 1998.

Tim has been
with the Oak Forest Fire Department since 1991. He has
held the position of Firefighter/Paramedic, Engineer and
Lieutenant. Tim has also served on the local Pension Board
for the past five years and is currently President of
the Oak Forest Firefighters Pension Board.
Tim has five children ranging from 15 to 2 years and operates
a small construction business, specializing in basements
and kitchens.

Robert Podgorny
is a past president of NCPERS, serving in that position
from May 2004 to May 2008. He is the past First Vice President
of Chicago's Fraternal Order of Police Lodge # 7.
Mr. Podgorny served as a Chicago Police Officer for over
33 years. He was instrumental in obtaining collective
bargaining rights for the police officers of Chicago.
In addition to his collective bargaining expertise, Mr.
Podgorny dealt with all medical/health-related issues
and disabilities of Chicago police officers. Mr. Podgorny
has chaired numerous committees for the F.O.P. Lodge #7
and served on many NCPERS committees.

Bob retired
as Chief of Police from the Pekin Police Department and
served as Police Pension Fund President for 23 years.
He is presently serving as the retired trustee on their
fund.
In 1986, the second year IPPFA was in existence, Bob was
elected as IPPFA Director and resigned in 1995 as he started
working as a Field Representative and Lobbyist for IPPFA
through 2000. In 2008 Bob was appointed to the position
of IPPFA Director and now has over 15 years with IPPFA
as a Director.

Chris Lee
started with the Rolling Meadows Fire Department in 2000
as Firefighter and Paramedic. He has been on the Rolling
Meadows Firemen’s Pension Board since 2004 and its
President since 2007. Chris and his wife, Megen, have
been married since 2000 and have three children. A son
named Brenden who is age 7, a daughter Maddie who is age
4, and a daughter Grace who is age 2.

Jerry J. Marzullo is an associate with the law firm of Richard J. Reimer & Associates LLC. Mr. Marzullo concentrates his practice in the area of employee side public sector labor and employment law as well as public pension law.
Mr. Marzullo is a former Cook County Assistant State's Attorney and received his Juris Doctorate from the Loyola University Chicago School of Law in January of 2004. Mr. Marzullo also received his Master in Business Administration (MBA) degree from the University of Chicago Booth School of Business in December of 2006 with a dual concentration in Strategic Management and Managerial and Organizational Behavior. Mr. Marzullo is licensed to practice law in Illinois at the State and Federal level.
