Provides that, if a member seeking transfer of certain creditable service under the Downstate Police Article to the Illinois Municipal Retirement Fund Article applies before January 1, 2009 and pays the difference between (1) the employer and employee contributions that would have been required if he had participated in the IMRF during the period for which credit is being transferred, plus interest thereon at the effective rate for each year, compounded annually, from the date of termination of the service for which credit is being transferred to the date of payment and (2) the amount actually transferred to IMRF, then the amount of creditable service established shall not be reduced. In provisions concerning the financing, provides that the annual actuarial requirements of the pension fund are equal to (1) the normal cost of the pension fund, or 17.5% of the salaries and wages to be paid to firefighters for the year involved, whichever is greater, plus (2) the annual amount necessary to amortize the fund's unfunded accrued liabilities over a period of 40 years from July 1, 2008 (was, from July 1, 1993), as annually updated and determined by an enrolled actuary employed by the Department of Financial and Professional Regulation (was, the Illinois Department of Insurance) or by an enrolled actuary retained by the pension fund or the municipality. Synopsis As Introduced
Amends the Chicago Firefighter Article of the Illinois Pension Code. Compounds the automatic annual increase in the retirement annuity. Increases the rate of increase to 3% and removes the 30% maximum for all firemen who are at least 55 years of age, regardless of date of birth. For certain firemenwho are at least 55 years of age with at least 20 years of service, makes the initial annual increase occur on the first anniversary of retirement. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
